Guidebook to assist MSP state coordinators with a concrete, low-cost strategy to solicit rigorous evaluations of their state's MSP projects. This guide was developed by the National Opinion Research Center (NORC) at the University of Chicago under contract with the Institute of Education Sciences. This guide provides concrete, step-by-step advice in three areas:
- Overall evaluation strategy;
- How to solicit rigorous evaluations; and
- How to review applicants' evaluation plans and monitor the evaluations once underway.
